License for file[edit]

Dear @Magog the Ogre. This is regarding my recent upload File:सरस्वतीकण्ठाभरणं‌(व्याकरणम्)-भागः-३.pdf. This is work is more than 70 years old and I believe I need to use PD-old-70 licensing tag. @Shivaram ac: we don't know the author died 70 years ago for sure though, right? {{PD-old-70}} implies the author died 70 years ago, which we're not sure about. Ingria should not be included in the Karelian regions. It has never been regarded as belonging to Karelia. This map [1] is correct but with German text. See also Estonian Wikipedia on "Karjala" [2]. It's because OgreBot seems to have uploaded the file into Wikimedia Commons [3]. As I'm unfamiliar with Commons, I assumed that you are the author. On the second look, it seems that the author is JNiemenmaa, but he has been inactive since 2009. I would edit the pic myself, but I'm lacking both the skills and tools. I guess I'll bring the issue to the Tea Room of Finnish Wikipedia to see if anyone there picks up the task. Another issue is that once the map has been edited, the erroneous version should be removed from Commons. What's the procedure for that? --Hekaheka (talk) 04:21, 27 September 2016 (UTC)

The said image is already used at English Wikipedia. How come it is not a violation over there? I want to use the same image at Marathi Wikipedia. Kindly help regarding the same.

(talk page stalker) @Nitin.kunjir: The Wikimedia Foundation's licensing policy requires that any project allowing "Fair Use" uploads implement an "Exemption Doctrine Policy", please see meta:Non-free content. You can see English Wikipedia's at Wikipedia:Non-free content criteria. I do not believe Marathi Wikipedia has one, and until they do you will not be able to do so. Here at Commons, we do not allow Non-free content at all - please see COM:Fair use. Storkk (talk) 11:57, 1 October 2016 (UTC)

It appears that we (w:mr) need to review w:en policy referenced above, discuss it as a community and adopt a suitable (but still within the boundaries of original policy) version of it. It sounds like it is something we should have in the long run anyway. @Storkk:, can you please confirm my reading of this issue?
If that's the case, we can get started on these steps.
